Dover is in the process of developing an ordinance and implementation plan, and utilized a 5-step process to face new and increasing climate and permitting challenges. They developed a Ad-Hoc Committee of 17 people to study stormwater and flood resilience funding options. Studies showed a stormwater utility was the most sustainable long-term solution, and after 14 meetings, the committee got unanimous support to implement a utility.
Big takeaway: Reach out to the public early but wait until you have enough information to answer people's questions.
